Established by an act of legislation, California county law libraries have been providing free access to legal resources to all persons for over one hundred years. County law libraries are governed by provisions of the California Business and Professions Code section 6300 et seq. The main source of funding for county law libraries is a portion of civil filing fees. The collection and operation of county law libraries varies with each county, however, the mission of county law libraries remains the same: to provide free access to legal materials to all persons interested in the law. The Council of California County Law Librarians began in the early 1970's as a forum meeting within other professional law library organizations. The establishment of CCCLL provided county law library directors a professional association that could effectively promote county law libraries with the State Legislature and local governing boards, and provide mutual support. Since this early meeting, CCCLL has been active in supporting legislation and consensus that benefits not only county law libraries, but all public access libraries in national and global issues that affect access to information.
